WIOA Youth Program
CPLC Workforce Solutions provides education and employability services to youth and young adults in the Phoenix metro area, aged 16 to 24. Our goal is to ensure that every participant is prepared to enter the workforce and embark on a successful career pathway.
We are committed to equipping individuals with the skills, knowledge, and resources to thrive in their chosen profession. By providing comprehensive training and support, we empower participants to confidently navigate the job market and achieve long-term career success.
Services include:
- High school/GED completion
- Short-term upskilling training/college and career readiness
- Academic/vocational skills assessment
- Paid internships
- Direct supportive services (books, school supplies, bus passes, gas cards, etc.)
- Job development & job placement
- Academic and career counseling
- Financial Literacy
This program is free of charge to qualified teens and young adults, and in many cases results in paid internships.

The YouthBuild Phoenix program is designed to provide at-risk youth aged 17 to 24 with the opportunity to earn their high school diploma or GED, receive job training, and gain valuable work experience – all at no cost. This program seeks to improve workforce development opportunities for young people. YouthBuild Phoenix helps participants build leadership skills, engage in community service, and develop career pathways that lead to long-term success in the labor market. The program focuses on construction and other hands-on skills training, as participants work on building affordable housing in their communities.
In addition to educational and vocational training, the YouthBuild Phoenix program emphasizes mentorship and support services. These services include tutoring, career counseling, and assistance with obtaining certifications and credentials that can enhance employability. YouthBuild Phoenix also seeks to address the social and emotional needs of participants, helping them overcome personal challenges and build confidence in their abilities. The program strives to create a positive, supportive environment that encourages youth to become active and engaged members of their communities.
By combining education, hands-on work experience, and comprehensive support, YouthBuild Phoenix aims to empower young people to overcome barriers, improve their lives, and contribute to the economic development of their communities. The overall goal is to help participants achieve sustainable employment and self-sufficiency while preparing them for long-term success in both their careers and personal lives.
Goals of the YouthBuild Phoenix Program:
● Education: Helps participants get their high school diploma or equivalent.
● Job training: Provides hands-on experience, especially in construction (participants help build affordable housing for low-income families).
● Employment skills: Offers career counseling, job placement assistance, and work readiness training.
● Leadership development: Builds leadership and community service skills.
● Upon completion, youth are connected to one of the following:
○ Registered Apprenticeship program
○ Direct employment through a trade union
○ College degree program or other postsecondary education

YouthBuild is a program designed for young adults ages 16-24 who have dropped out of high school and are unemployed who are looking for a fresh start. Through YouthBuild, participants earn their high school equivalency (HiSET/GED), gain hands-on job training in high demand fields like construction, and develop critical leadership and life skills. We offer wraparound support services such as case management, career counseling, mental wellness resources and transportation assistance- even a stipend of $15 hour for participation. Whether facing homelessness or any other barriers, YouthBuild empowers our youth with the tools , confidence and support necessary to succeed both in education and employment.
Intake FormGrowth Opportunities
CPLC’s Growth Opportunity Project serves justice-involved youth ages 15 to 18 through 5-month cohorts of 31 participants, followed by a 12-month follow-up phase. We provide paid work experience, mentorship, and career placement, with our first cohort focused on 3D design. Education is a key component—participants will either receive HiSET training or be supported while continuing in traditional high school. Our goal is to reduce recidivism and empower youth with the skills, support, and opportunities they need to succeed long term.
